WebIt uses an unusually high amount of GPU power (relatively) when idle but moving the mouse. The clock rate stays low, but the usage gets up to 20-30%. Long story short, I think I narrowed it down to having something to do with the YCbCr422 and YCbCr420 Output Color Format in the nVidia control panel.
